Copyright License Scope of the License The Licensor grants the User the right to use and redistribute the software work, whether revised or not, whether in source or executable code, provided that the User meets the following conditions set in Article 2. 二． 著作权许可
1. 许可范围
在使用者符合以下第2条所述许可条件的情形下，许可者授予使用者以源代码及可执行代码使用及再发布本软件（无论本软件是否经过修改）的权利。
2．许可条件
(1) 对于本软件以源代码形式的再发布，必须保留本款第2项的许可条件、第三款的许可证声明、以及第六款的免责声明；
(2)对于本软件以可执行代码的再发布，必须在再发布时以附带文件以及或者其他附属于该再发布的方式，重申本款第2项的许可条件、第三款的许可证声明、以及第六款的免责声明；
(3)对于商业目的的使用或再发布，需要满足第五款的要求；以及
(4)对于第三款的许可证声明中的“著作权人承诺遵守新一代人工智能产业技术创新战略联盟的《启智开源平台管理规定【1.0版】》，请参见www.aitisa.org.cn。

采用本开源许可证的许可证声明如下：

四．专利许可【自愿性专利声明】
如果许可者拥有覆盖本软件的专利，
1．对于不拥有本软件任何专利的使用者及再发布者，授予下列选项中的第（ ）项许可：
（1） 按照公平合理且非歧视性的条款提供免费许可（“FRAND RF”）；
（2） 参加新一代人工智能产业技术创新战略联盟设立的专利池 （“POOL”）；
（3） 按照公平合理且非歧视性的条款（“FRAND”）许可；
2．对于拥有覆盖本软件的专利的使用者及再发布者，许可者有权利但无义务采取对等原则与该权利人进行专利许可。
五. 商业使用
1．商业使用的登记义务
本软件的使用者及再发布者，应在为商业目的使用或再发布本软件（无论本软件是否经过修改）之前，登录网站www.aitisa.org.cnOpenI_Statement 登记相关信息，至少包含：

电子邮箱：
使用再发布的目的：包括不限于产品、软件或应用的名称及简要功能描述
此登记信息仅用于统计目的，除统计结果发布外，其他使用登记者有权做出限制。
2．商业使用的专利许可
如果为商业目的的使用者或再发布者拥有覆盖本软件的专利，该权利人还应在本款第1项的声明中披露该专利的基本信息，并明示就该专利对著作权人、第三方使用者及再发布者授予下列选项中的任意一项许可( )：
（1） 按照公平合理且非歧视性的条款提供免费许可（“FRAND RF”）；
（2） 参加新一代人工智能产业技术创新战略联盟设立的专利池许可（“POOL”）；
（3） 按照公平合理且非歧视性的条款许可（“FRAND”）；
（4） 无许可（“NO LICENSE”）
基于为商业目的的使用者或再发布者在本款中所作的选择，针对本软件的著作权人所拥有的覆盖本软件的专利，如果本软件的著作权人在上述【自愿性专利声明】中未做任何选择，本软件的著作权人在此授予本款中的使用者或再发布者与其在本款所择选项一致的专利许可。
